Dear City Colleges of Chicago Community:

As we embark on our new five-year plan, I am filled with gratitude, pride, and a deep sense of purpose. Over the past five years, we have worked together with faculty, staff, students, community members and partners to build momentum that has transformed what is possible for our colleges and for the city we serve. We have emerged from unprecedented challenges stronger, more collaborative, and more committed than ever to our mission of increasing socioeconomic mobility and racial equity through higher education…

Building on Our Momentum: Our Vision

As the city’s most accessible higher education engine of socioeconomic mobility and racial equity, City Colleges of Chicago catalyzes our students’ capacity to prosper and take part in building a stronger and more just Chicago.

Over the last five years, we have learned what works. We have increased enrollment and improved student outcomes. We will continue growing high demand programs and strong relationships with our partners at CPS, transfer universities, employers, philanthropy, and the community.

Strategic Levers

Turning Vision into Measurable Progress

Four strategic levers will keep us on track as we work toward our transformational goals. These levers were informed by research, lessons learned, and input from key internal and external stakeholders, including students, faculty, and staff. They reflect not only the successes we are building on, but a promise to our students, our community, and our city.

Lever 1: Student Experience

Build an Exceptional Student Experience

We promise that every experience with City Colleges, from pre-admissions to post-completion success, will be exceptional. Every student will be able to maximize their learning inside and outside the classroom, navigate our institution with ease, make significant progress towards their goals, and feel welcome and supported by all City Colleges employees.

Strengthen teaching and student supports to boost course success
Ensure all students can complete college-level English and math in their first year
Provide unrivaled wellness and basic needs support
Deliver consistent, high-quality, personalized student support
Eliminate financial barriers to student success
Prepare students to confidently choose and advance in careers
Prepare Adult Education students for their next academic, professional or personal milestone
Strengthen campus culture so students see their identities reflected and valued
Create a cohesive digital student experience
Implement a comprehensive and predictable course schedule that meets students’ needs

Lever 2: Economic Responsiveness

Respond to the Economic Needs of the City

We will continue to be forward-looking and agile in developing pathways and forging partnerships that unlock transformational career opportunities for City Colleges students and fuel the Chicago workforce with talent that is prepared to meet the needs of the economy.

Ensure equitable access to high-quality academic programming that leads to career advancement
Launch new high-demand, high-wage programs to meet regional workforce needs
Strengthen workforce development capabilities that respond effectively to evolving market opportunities
Expand high-quality work-based learning opportunities
Increase bachelor’s degree attainment among City Colleges transfer students
Invest in satellite campus programing and infrastructure to directly serve the surrounding communities
Increase the number of Adult Education students earning workforce credentials

Advance a Culture of Excellence

We will advance a culture of excellence that inspires everyone to become the ‘best in class’ for our students and community. We hold ourselves accountable to delivering academics, experiences, and services of the highest quality and ensuring the well-being of our institution.

Drive student achievement through unwavering instructional standards at every college
Achieve exceptional service delivery across all student-facing services and classes
Achieve operational excellence through coordinated systems and streamlined processes
Accelerate individual growth and effectiveness through continuous learning, feedback, and recognition.
Ensure sustainable funding for operational excellence and institutional priorities
Improve finance operations through technology-enabled process improvements
Improve operational effectiveness through ethical AI deployment
Strengthen data-informed decision-making across all college functions
Optimize organizational structures, communication protocols, and cross-college collaboration
Establish City Colleges of Chicago as a benchmark institution for accessibility and disability equity

Lever 4: Collaboration

Strengthen a Collaborative and Connected Ecosystem

We will strengthen our collaborative network across Chicago, leveraging partnerships to remove barriers to student success and accelerate students’ economic mobility and wealth attainment.

Create seamless K-16 pathways that drive equitable postsecondary completion
Expand strategic partnerships with employers and economic development organizations
Deepen and expand partnerships at the city, community, and neighborhood level
Partner with the Greater Chicago Food Depository to establish “food security for life”
Advance policy and systems changes that remove structural barriers to student success
Expand strategic philanthropic partnerships

KPI: Net Promoter Score, Retention & Level Gains

55% of credential-seeking students new to CCC will earn a degree, certificate, or transfer to a bachelor’s degree-granting institution within four years of starting at City Colleges – across all racial groups.

As we work toward those transformational goals with our vision in sight and our theory of change guiding the way, we will continuously monitor our progress. Our Key Performance Indicators (KPIs) will hold us to the high standard by which we operate and hold our community accountable for meaningful change and progress.
